You can do this already with the url you use for the iframe. YouTube has a start and end parameter. https://www.youtube.com/embed/kBXQZMmiA4s?rel=0&start=61&end=279). When you get the embed code from this share link, you can specify the start position. You can just manually add the end position by adding &end= after the start parameters.
